Dumpy
I live on the top floor of a nice old Victorian house in Parkdale, next door to what I guess you'd call a rooming house… for crazy people. There's always been a modest pile of garbage out back of the place — assorted furniture, bags of discarded or abandoned clothes, an amazing number of toilets. It never disappears completely, but nothing stays there for more than, say, a month, and it doesn't bother me nearly as much as the crackheads who live in the place. One recently took to playing ethnic radio at maximum volume, all night. That stopped a couple of weeks back, and I assume it's a related development that over the weekend the mother of all piles of shit coagulated in the back yard. It really was breathtaking.

I guess that proves that not every pile of crap is a work of art.
Seriously though, if action is required I would recommend discarding Warmington's suggestion about calling in parking authority officers. All the owner has to do then is slap a hadicapped sticker on the pile. No infraction is too great that it can overide the power of invisibilty endowed in such a simple talisman.

Fuck Sylvia Watson, darling - this is a problem easily remedied with 5 litres of gasoline and a Zippo. Nothing eradicates odours like a good garbage bonfire.
